Council Proceedings April 21, 2014
The Hospers City Council met in regular session on April 21, 2014, at 5:30 p.m. with Mayor Rouse presiding. Council members present: Whitmore, Hamblin, Solsma, Schulz and Hulst.
Motion made by Hamblin, seconded by Hulst to approve the Minutes of the April 7, 2014, meeting. Motion carried all ayes.
Leroy Punt present to discuss his open lot. The City Council provided Leroy with a building permit to provide to Mr. Deon Wynia who will be moving a home onto the lot. The City Council also discussed the sidewalks on that property with Leroy and told him they needed to be fixed. The City said that they would take care of the expense to make the sidewalk handicap accessible.
Jodi Schwake & Tyler Evenhuis present. City Council discussed the lagoons with Jodi. Discussion regarding the Quality Flow, Inc. contract and that there is no need to renew this contract because PeopleService will take care of the yearly preventative maintenance of the pumps. Tyler has the campground ready for the summer. Mayor Rouse told Tyler to fix the holes on old Hwy 60 sometime in the near future before they get worse. City Council told Tyler that the parks need attention soon as far as getting them cleaned up and getting leaves out of the bushes. Discussion regarding the tree pile.
Motion made by Hamblin, seconded by Schulz to approve the payment of unpaid bills. Motion carried all ayes.

The renewal of the Sioux County Sheriff’s Law Enforcement Contract was reviewed and discussed. Contract will be held at this time and this matter will be tabled until the May 5, 2014, meeting.
Discussion regarding the South Side Park Fund. We will continue to put a portion of the L.O.T. received each month into the South Side Park to help with the improvements we will be making to the old water treatment plant.
Discussion, once again, regarding the purchase of the used Case IH disc mower previously discussed during the April 7, 2014, meeting. Motion made by Solsma, seconded by Schulz to purchase same. Whitmore and Hamblin abstained from voting.
Discussion regarding the entry from Sunrise Drive into the Hospers Auto/Kelly’s Drive In. Mayor Rouse suggested that he would like to have the barricades removed and poles put up in that area instead to mark it as a non-enter/exit.
Discussion regarding cementing a few camping sites this year and then doing a few more next year. Hulst will proceed with getting a few estimates at this time and then present them to the City Council.
Motion made by Hulst, seconded by Solsma to approve the “end of the ball season” party to be attending a Minnesota Twins game. Motion carried all ayes. The City will donate $1,000 to this event.
Discussion regarding the concession stand at South Side Park to be open during little league/church league games. The City will offer it out to be rented and run by someone other than the City/City employee.
Mayor Rouse brought it to the City Council’s attention that he is thinking about putting a 50 foot addition to the back of his building.
Motion made Schulz, seconded by Whitmore to adjourn at 7:00 p.m. Motion carried all ayes.[/table]
