Council Proceedings August 18, 2014

The Hospers City Council met in regular session on August 18, 2014, at 5:30 p.m. with Mayor Rouse presiding.  Council members present:  Hulst, Schulz, Solsma, Hamblin and Whitmore.

Dan Paquin and Scott Johnson of Premium Iowa Pork present to discuss the DNR letter they received.  Scott presented the City Council with his letter and supporting documentation in response to the DNR letter.  The City Council approved Scott’s letter as it is written.

Dan Paquin gave the City Council and update of the new project at the lagoons.  The project is still moving forward; however, there has been a lot of turnover at the DNR, so it has been held up at the DNR side of things.

Jodi Schwake and Tyler Evenhuis present.  Discussion regarding a weird “scum” coming from the wet well at the lagoons.  They are trying to figure out where it is coming from.  Rehab Systems, Inc. came to clean it, but it came right back.  They will continue to try to figure out where the “scum” is coming from.

Discussion regarding Jay Lyftogt dumping sewage in the lagoons.  Mr. Lyftogt has been in touch with Jodi about dumping sewage.  The City Council decided that the City will charge Mr. Lyftogt $25/dumping of sewage.  Jodi will let the City Clerk know when this happens so she can bill accordingly.

Jodi discussed a letter the City has received from the DNR going back to issues in November of 2013 and the freezing issues at the lagoons.  Jodi has prepared a response to the DNR letter.  To hopefully help prevent freezing at the lagoons this winter, Jodi will put plexiglas over the weir.

The City Council instructed Tyler to repaint the pool now that it is drained.

Motion made by Schulz, seconded by Whitmore to approve the Minutes of the August 4, 2014, meeting.  Motion carried all ayes.

Motion made by Hulst, seconded by Whitmore to approve the payment of unpaid bills.  Motion carried all ayes.

Motion made by Solsma, seconded by Schulz to approve the July Clerk’s Report.  Motion carried all ayes.

Motion made by Hulst, seconded by Hamblin to approve the renewal of the liquor license for Boxcars.  Motion carried all ayes.

The Hazard Mitigation Plan was discussed and reviewed.  There are changes that need to be made to the City Council members’ names as well as to the wording used in regards to the WWTP.  City Clerk will let Nate Huizenga know of these changes.  Motion made by Schulz, seconded by Hamblin to approve the Hazard Mitigation Plan with these changes.  Motion carried all ayes.

The bid from Bargen, Incorporated regarding the roads was discussed.  John Solsma will get a hold of Doug Standerwick of Bargen, Incorporated and let him know that, at this time, the City Council wishes to do Main Street only.  Therefore, this matter has been tabled until Solsma visits with Doug Standerwick.

Motion made by Hulst, seconded by Whitmore to approve the building permit of Al Schoonhoven/Farm Service Shop with the addition to the permit that the fence needs to be at least 8’ tall.  Motion carried all ayes.

Discussion regarding putting flags up at Memorial Park for September 11, 2014.  BJ Whitmore is going to check with the Boy Scouts to see if they can arrange to put these up for the City from September 6th through September 13th.

Discussion regarding the Little League attending the TWINS game on Sunday, August 17th.  Everything went well except for the bus issue.  The City was supposed to have a 57-passenger bus from Royal Charters.  The bus that showed up the morning of departure was a 55-passenger bus.  This mix-up caused a couple that was going to ride on the bus to have to drive their own vehicle.  The City will be reimbursing this couple for this mix-up.  Motion made by Hamblin, seconded by Hulst to approve providing said couple with $100.  Motion carried all ayes.  In the meantime, Summer Rec Director, Nic Kramer, will be getting a hold of the bus line regarding this matter and letting them know of our dissatisfaction of same.

Discussion regarding the purchase of a pay loader.  Darren Hulst went and looked at a pay loader for sale by Maurice.  John Solsma will go look at the pay loader as well and a decision will be made at the next meeting in regards to this matter.  Therefore, this matter has been tabled.

Brief discussion regarding the FEMA matter.  John Solsma will invite Engineer, Wayne Schlofeldt, to the next meeting so we can discuss the next step about putting this project out for bid.

Brief discussion regarding the painting of the band shell.

Motion made by Schulz, seconded by Hamblin to adjourn at 7:30 p.m.  Motion carried all ayes.
