Council Proceedings July 21, 2014

The Hospers City Council met in regular session on July 21, 2014, at 5:30 p.m. with Mayor Rouse presiding.  Council members present:  Hulst, Schulz, Solsma, and Whitmore.

Bill Honkomp of Hospers Sanitation was present.  He requested an increase in his rates of $1, which would bring residential trash to $13.25/month effective August 1, 2014.  Hulst made a motion to approve, however, there was not a second to that motion, so that motion died.  Motion made by Schulz, seconded by Whitmore to put the trash pick up out for a bid.  Solsma approved the motion.  Hulst said “nay” to the Motion.

Motion made by Whitmore, seconded by Schulz to approve the Minutes of the July 7, 2014, meeting.  Motion carried all ayes.

Motion made by Hulst, seconded by Schulz to approve the payment of unpaid bills.  Motion carried all ayes.

Motion made by Whitmore, seconded by Hulst to approve the June Clerk’s Report and Income Statement.  Motion carried all ayes.

Distribution of Local Option Tax monies was discussed.  Motion made by Schulz, seconded by Hulst to approve a change in the distribution.  Motion carried all ayes.

Motion made by Schulz, seconded by Solsma to purchase outdoor letter boards for the new check in at the campgrounds.  Motion carried all ayes.  These boards will include our campground rules and rates.

Mayor Rouse let the City Council know that he spoke to Mid American Energy about coming to sand blast the street light poles and they said that they would be here sometime to do that.

The storm siren from Danko was discussed once again and the newest quote was reviewed.  Motion made by Solsma, seconded by Hulst to purchase not only one, but 2 new sirens now.  Motion carried all ayes.

Roads were discussed.  Doug from Bargen, Inc. will be coming on Tuesday, July 22, 2014, to discuss roads with Kelly Schulz.  The intersection by Premium Iowa Pork before the railroad was discussed.

“NO TRUCKS” signs and where to put them were discussed.  Council informed Tyler to put the signs up between the properties of 203 Cedar Street and 205 Cedar Street, to the West of the driveway at 205 Cedar Street; one will be placed on the peak at the property of 105 Birch Street; and the other one will be placed on the corner of Cedar Street and Old Hwy 60.

The water leak at 507 Locust Street was discussed.  John Solsma said that they will be fixing that leak on Wednesday, July 23, 2014.

The hole from where the Meat Depot stood was discussed.  John Solsma said that he can find some dirt to fill in the hole.  Darren Hulst said that he will continue to check with insurance to see if there is any monies available to the City for this project.  City Clerk will check with NW IA Planning & Development out of Spencer to see if there would be any monies available to the City for this project.

Tyler informed the City Council that we could use some more gravel out at the WWTP.

There were several properties in town that were discussed in regards to their lawn needing to be mowed, weeds cut, houses painted, sidewalk needing attention, etc.  City Clerk will proceed with sending letters.

City Council discussed putting up STOP signs by 4th Avenue and Main before school starts.  City Clerk will look into the costs of STOP signs, including a solar STOP sign and report pricing at the August 4, 2014, meeting.

The property at 103 2nd Avenue S was discussed.  Darren Hulst and Mayor Rouse will proceed with discussing this property with the property owner.

Motion made by Solsma, Seconded by Schulz to adjourn at 6:45 p.m.  Motion carried all ayes.
