Council Proceedings May 5, 2014
The Hospers City Council met in regular session on May 5, 2014, at 7:00 p.m. with Mayor Rouse presiding. Council members present: Whitmore, Hamblin, Solsma, Schulz and Hulst.
Motion made by Whitmore, seconded by Solsma to approve the Minutes of the April 21, 2014, meeting. Motion carried all ayes.
Motion made by Schulz, seconded by Whitmore to approve the Minutes of the April 24, 2014, special meeting. Motion carried all ayes.
Motion made by Solsma, seconded by Hulst to approve the payment of unpaid bills. Motion carried all ayes.

Motion made by Schulz, seconded by Solsma to approve the Cigarette and Tobacco Permit for Kum & Go for the 2014-2015 year. Motion carried all ayes.
Leroy Punt present to discuss his open lot, once again. He presented the City Council with a more “formal” layout of the property and how the home that will be brought in will be sitting.
Motion made by Schulz, seconded by Hulst to make a change to the most recent Water Rates Ordinance, Ordinance No. 596. Motion carried all ayes.
Discussion regarding grading alleys, sweeping streets, bring in gravel for the lagoon road and doing some paving work by the railroad tracks. John Solsma will be in charge of contacting Fuller & Sons from Ruthven, Iowa to do this for the City.
Motion made by Hulst, seconded by Schulz to approve the building permit of Mohamed Ben Saida. John Solsma abstained from voting and all others carried the motion.
Motion made by Schulz, seconded by Hulst to approve the building permit of Deon Wynia. Motion carried all ayes.
The Building Permit of Deon Wynia was discussed. The permit was not approved at this time. The City Council wants to go to the property to look at where the stakes have been placed. Until that is done, this Building Permit will not be approved.
Motion made by Solsma, seconded by Hulst to approve the Rental/Equipment Agreement between the City and Kelly Lux regarding the concession stand. Motion carried all ayes.
Swimming pool opens May 24th. City Council said to have Tyler get started on getting things ready for the season.
The City Council would like new mulch in the landscaping at Memorial Park. Harlan will visit with Tyler about taking care of this.
Motion made by Whitmore, seconded by Schulz to adjourn at 8:07 p.m. Motion carried all ayes.
