Council Proceedings November 17, 2014
The Hospers City Council met in regular session on November 17, 2014, at 5:30 p.m. with Mayor Rouse presiding. Council members present: Hulst, Schulz, Solsma, Hamblin and Whitmore.
Motion made by Hamblin, seconded by Hulst to approve the Minutes of the November 3, 2014, meeting. Motion carried all ayes.
Motion made by Hamblin, seconded by Hulst to approve the payment of unpaid bills. Motion carried all ayes.

Jodi Schwake of PeopleService and Tyler Evenhuis present. Jodi let the City Council know that the pumps that were ordered for the blower building have arrived. Discussion regarding the water tower and monitoring it during the winter season. Discussion regarding things to do to help prevent freezing out at the wastewater facility. Council told Tyler to work on getting the tree piled burned when the wind allows for that to be done.
Motion made by Solsma, seconded by Whitmore to approve the October Clerk’s Report and Income Statement. Motion carried all ayes.
Fire hydrants were discussed. John Solsma is planning to visit with the City of Le Mars to see how they handle the replacement of their fire hydrants. John will report back at the next meeting. This matter has been tabled.
A quote received from Fred’s Plumbing to complete some work at the City maintenance shed was reviewed and discussed. The City Council has decided that they will not be proceeding with the quote or this work. City Clerk will file quote for future reference, if needed.
Motion made by Schulz, seconded by Whitmore to approve the building permit of Pete Barthman. Motion carried all ayes.
The wastewater facility issue was revisited. The City Council is comfortable with moving forward with this project and with Premium Iowa Pork using the City for funding purposes since the City owns the facility. However, the City Council requests that bond counsel put a document together for the City and Premium Iowa Pork to sign including a non-financial responsibility clause stating that the City will not be responsible for any of the project expenses or engineer expenses. City Clerk will be in touch with bond counsel to discuss this matter and request they put this agreement together on behalf of the City.
Darren Hulst presented the City Council with an estimate from Signature Builders to resteel the old City maintenance shed. This matter was discussed back at the July 7, 2014, meeting. At that time, the City Council made a motion and second to approve Construction Complete to do the work. The City has since learned that Construction Complete will no longer be able to complete the project for the City. Therefore, an estimate was received of Signature Builders. The City Council decided that they would like this matter tabled until the first meeting in April of 2015.
