Council Proceedings October 20, 2014
The Hospers City Council met in regular session on October 20, 2014, at 5:30 p.m. with Mayor Rouse presiding. Council members present: Hulst, Solsma, Hamblin and Whitmore.
Discussion regarding rental property parking and more specifically, the parking at the rental property on Fir Street. City Clerk will take care of sending Landlord letter advising that off street parking needs to be provided.
Motion made by Whitmore, seconded by Hulst to approve the Minutes of the October 6, 2014, meeting. Motion carried all ayes.
Motion made by Whitmore, seconded by Hulst to approve the payment of unpaid bills. Motion carried all ayes.

Jodi Schwake and Tyler Evenhuis present. Jodi discussed issues with ammonia. He also discussed the melted wires he found at blowers three and four. City Council told him to see if they were still under warranty. Otherwise, he will get a hold of Fred’s Plumbing to come and take a look at it. Jodi discussed the quote he provided to the City Council for a locater in the amount of $3,100. Ben Hamblin asked if we could rent one, when needed, rather than buying one. Tyler discussed the yellow flashing light by the elevator. Mayor Rouse told Tyler to take care of getting it working. Other discussion was held regarding the fire hydrants and getting a few of them replaced; leaf pickup and how that is going; holes in the wall at the water treatment plant; and demolition of the old lift station. Premium Iowa Pork is wondering if the City is interested in getting rid of the old lift station since it is of no use anymore. City Council said if Premium Iowa Pork wants it gone, they can pay to have it taken down.
Hospers Fire Chief, John Schwartz, and Jason Overmohle were present on behalf of the Fire Department. They presented the City with a 28E Agreement for Mutual Assistance for Fire/Rescue Services that the City needs to review and if satisfactory, sign and return to them. City Clerk will send Agreement to Attorney Mike Jacobsma for his review prior to having Mayor Rouse sign. John and Jason also presented the City with the Fire Hydrant Flow Testing worksheet they prepared based on their hydrant checks. It was also discussed that from this point forward, Jodi Schwake will be handling the hydrant checks for the City because that is part of the PeopleService contract. John and Jason also presented the City with the 2013-2014 Annual Report for the Fire Department.
Motion made by Hulst, seconded by Whitmore to approve the 2014 Annual Financial Report. Motion carried all ayes.
Final revisions to the Ordinance consisting of the dog-at-large and vicious animal language were made. City Clerk will put that Ordinance into final format to be presented at the November 3, 2014, meeting for the first Motion to be made upon same.
The City of Hospers signage matter was discussed once again. Motion made by Hulst to purchase the property south of Hospers from the Iowa DOT for $9,400 to place a “City of Hospers” sign upon same. There was no second made to the Motion of Hulst, so this matter died for lack of action.
Motion made by Hulst, seconded by Hamblin to approve the building permit of Kelly’s Diner. Motion carried all ayes.
Motion made by Hulst, seconded by Hamblin to approve the building permit of Kevin and Beth Tullar. Motion carried all ayes.
Darren Hulst discussed a pay loader he found by Rochester, MN. He will bring more information regarding the pay loader to the November 3, 2014, meeting.
“Extra Garbage Tag” stickers were discussed. If a resident has more than the allowed amount of garbage to put out on any given week, they can purchase an “Extra Garbage Tag” sticker from the City Clerk for $1/container and then their extra garbage will be picked up. City Council gave Mayor Rouse the approval to let OC Sanitation that they would like to proceed with having these tags made and allowing residents to buy them.
Motion made by Hamblin, seconded by Hulst to give the Hospers Ambulance a donation of $2,000 out of the South Side Park Fund for them doing the announcing at the end of the season t-ball ALL STAR game. This donation will help with the expense they incurred for the purchase of a new defibrillator. Motion carried all ayes.
