Council Proceedings October 6, 2014
The Hospers City Council met in regular session on October 6, 2014, at 7:00 p.m. with Mayor Rouse presiding. Council members present: Hulst, Schulz, Solsma and Whitmore.
Mayor Rouse opened the bidding process for the 2014 Lagoon Access Road Culvert Repair project at 7:09 p.m. The one and only bid received of Solsma Bros Inc was reviewed. Discussion was held in regards to the fact that getting the project completed by the requested completion date of November 15, 2014, was not going to be possible. The new completion date discussed is July 1, 2015. Motion made by Hulst, seconded by Whitmore to table this matter until the next meeting date of October 20, 2014. Motion carried all ayes except for John Solsma abstained from voting. Solsma Bros Inc is going to revise their bid to make it in accordance with the July 1, 2015, completion date discussed and present to City Council at October 20, 2014, meeting.
Dan Paquin and Scott Johnson of Premium Iowa Pork and Michael Washburn of McClure Engineering present to discuss the wastewater facility and making changes to same to better accommodate Premium Iowa Pork. Premium Iowa Pork would like additional capacity at the wastewater facilities. McClure Engineering is recommending that expansion be done to the facilities by adding a new Biolac cell to the north. The goal of McClure Engineering and Premium Iowa Pork is to have something running and online by the end of 2015 and to begin digging by spring of 2015.
Motion made by Whitmore, seconded by Schulz to approve the Minutes of the September 15, 2014, meeting. Motion carried all ayes.
Motion made by Schulz, seconded by Hulst to approve the payment of unpaid bills. Motion carried all ayes.

Motion made by Whitmore, seconded by Schulz to approve the September Clerk’s Report and Income Statement. Motion carried all ayes.
Motion made by Solsma, seconded by Schulz to approve the renewal of the City health insurance policy with Wellmark BCBS. Motion carried all ayes.
Hospers signage was discussed. This matter has been tabled until the October 20, 2014, meeting.
Trick-or-treating hours discussed. Trick-or-treating will take place on Friday, October 31st from 5:00 p.m. – 7:30 p.m.
The property located at 403 Fir Street was discussed. The City Clerk will be in touch with this property owner to get an update and schedule as to when construction will be completed at this property.
Tree trimming was discussed.
Payloader was discussed once again. The City Council will revisit this issue in the spring of 2015.
Water hydrants were discussed. The City discussed continuing to replace the hydrants in town that are not working with the new ones we have ordered and have in our possession.
