Notice of Intent
The City of Hospers intends to enter a Guaranteed Maximum Price (GMP) contract in accordance with Iowa Code Chapter 26A for the construction of a new Emergency Services Facility to be located at 105 Main Street, Hospers, IA 51238.
City of Hospers will publish a request for qualifications (RFQ) for Construction Manager at Risk (CMaR) services for the project on December 8, 2025. The CMaR will be chosen using a twostep solicitation process and chosen on “best value.” All CMaR submittals who have demonstrated sufficient qualifications based on the following criteria will be offered the opportunity to submit a request for proposal (RFP) to serve as CMaR for construction of the new Emergency Services Facility:.
- Firm Background and Financials
- Similar Project Experience
- Project References
- Extent to Which the Firm’s Services Meet the City’s Needs
- Safety Program
During the proposal stage, qualified respondents shall be asked to submit their proposed fees for the project. Additionally, qualified firms may be asked to interview. Upon total scoring of the RFQ, RFP, and interview, the City of Hospers will select the proposal that offers the best value based on the published selection criteria and ranking evaluations.

Issue Request for Proposal (RFP) to qualified respondents – 12/29/2025
RFP Due by 3 p.m. – 1/13/2026
Interviews (if necessary) – 1/15/2026
Ranking Evaluation Complete – 1/19/2026
Tentative Contract Award by City – 1/19/2026
