Council Proceedings June 20, 2022

The Hospers City Council met in regular session on Monday, June 20 2022, 5:30 PM at the Hospers City Hall with Mayor Dykstra presiding. Council members present: Thompson, Zevenbergen, Otto, Kramer and Vander Wilt. The City Clerk was also present.

Motion by Vander Wilt, seconded Zevenbergen to approve the June 20, 2022 Agenda. Carried.

Motion by Thompson, seconded Kramer to approve the payment of unpaid bills. Carried.

Motion by Kramer, seconded Thompson to approve May month end report. Carried.

Motion by Zevenbergen, seconded Thompson to approve Cigarette Permit 2023- for OK One Stop. Carried.

Motion by Otto, seconded Kramer to approve the revisions to Title II, Chapter 6, Article 13 of the City Code regarding floodplain management. Roll call vote taken: aye Zevenbergen, aye Otto, aye Thompson, aye Kramer, aye Vander Wilt. Ordinance No. 2022-06-20 approved.

Motion by Otto, seconded Kramer to suspend the requirement for the second and third readings and authorize the Clerk to publish the approved ordinance as required by law. Roll call vote taken: aye Zevenbergen, aye Otto, aye Thompson, aye Kramer, aye Vander Wilt. Carried.

Tyler Evenhuis, City Maintenance Supervisor, present. Discussed the issue with the motor for the pool pump which has been fixed. Also, discussed spider web cracking on some City streets and possible ways to fix the cracking.

Due to unforeseen circumstances, Public Hearing scheduled for June 20, 2022 was canceled. Motion by Otto, seconded Zevenbergen to set Public Hearing for June 27, 2022 at 5:30PM to proceed with application for improvements to the City’s wastewater system. Carried.

Open forum at 6:04 PM no oral or written comments made.

Reviewed Harlyn Jasper’s request for reimbursement for supplies for lawn reseeding due to City work. City will pay for supplies if they are turned over to the City but won’t if Harlyn wishes to keep the supplies. Will not reimburse for additional water usage.

Motion by Thompson, seconded Kramer to approve Harlan & Connie Van Otterloo’s building permit application. Carried.

Discussion regarding Iowa’s House File 2130 related to permits for UTVs, will proceed with amending current resolution as directed by City Attorney.

Discussed annual salary increase. Motion by Otto, seconded Thompson to approve 10% increase effective July 1, 2022 for full-time City employees and $0.50 raise for part-time City non-seasonal positions. Carried.

Motion by Vander Wilt, seconded Zevenbergen to approve the June 20, 2022 meeting Minutes. Carried.

Motion by Vander Wilt, seconded Kramer to adjourn at 6:40PM. Carried.
