Council Proceedings October 17, 2022

The Hospers City Council met in regular session on Monday, October 17, 2022, 5:30 PM at the Hospers City Hall with Mayor Pro-Tem Thompson presiding. Council members present: Zevenbergen, Otto, Kramer and Vander Wilt. The City Clerk was also present.

Motion by Vander Wilt, seconded Zevenbergen to approve the October 17, 2022 Agenda. Carried.

Tyler Evenhuis, City Maintenance Supervisor, and Jim Huisman, City Maintenance Worker, present. Discussed the City’s payloader’s engine issues. Motion by Vander Wilt, seconded Kramer to approve purchase of remanufactured engine from Road Machines & Supply. Carried. Tyler also discussed issue with castings for overlay project. Casting manufacturer is currently shut down from hurricane damage so the project will have to be pushed off until supplies can be purchased, most likely next spring. The City tractor will also need new tires soon due to their poor condition. Also discussed rust on the City’s Chevy pickup getting worse. The wastewater plant project is now complete and went well.

Motion by Zevenbergen, seconded Otto to approve the payment of unpaid bills. Carried.

Motion by Zevenbergen, seconded Kramer to approve the September month-end report. Carried.

Motion by Otto, seconded Vander Wilt to approve the Minimum Assessment Agreement for the Hospers Mini Mart. Roll call vote taken: Zevenbergen aye, Otto aye, Kramer aye, Vander Wilt aye. Minimum Assessment Agreement passed.

Approval of Resolution No. 2022-10-17 approving the transfer of the following funds: $15,000 from City’s General Sewer account to Sewer Sinking Fund, $100,000 from Fire to the Fire Department Vehicle Replacement, and $2,076.07 from General to Community Building Improvement. Roll call vote taken: Zevenbergen aye, Otto aye, Kramer aye, Vander Wilt aye. Resolution passed.

Approval of Resolution No. 2022-10-14 approving subrecipient grant agreement between the City of Hospers and Iowa Economic Development Authority for the $300,000 Community Development Block Grant award for the 2nd Ave South Project and authorizing the mayor to sign the same. Roll call vote taken: Zevenbergen aye, Otto aye, Kramer aye, Vander Wilt aye. Resolution passed.

Discussed the City’s new property that was purchased from Ag State. Motion by Vander Wilt, seconded Otto to proceed with getting property lines determined to portion out the block. Carried.

Motion by Zevenbergen, seconded Vander Wilt to approve Eric Pohlen’s building permit for 106 Highland Ave. Carried.

Motion by Zevenbergen, seconded Otto to approve Eric Pohlen’s building permit for 501 Fir Street. Carried.

Discussed the MOC FV Elementary School. Motion by Otto, seconded Vander Wilt to approve the purchase of the property, its contents, and the playground equipment. Carried.

Discussed Klover Kids using the Community Building Small Room the first Thursday of each month.

Motion by Vander Wilt, seconded Kramer to approve the October 17, 2022 meeting Minutes. Carried.
