Council Proceedings January 9, 2023

The Hospers City Council met in regular session on Monday, January 9, 2023, 7:00 PM at the Hospers City Hall with Mayor Dykstra presiding. Council members present: Zevenbergen, Otto, Kramer, and Vander Wilt. The City Clerk was also present.

Motion by Zevenbergen, seconded Otto to approve the January 9, 2023 Agenda. Carried.

Motion by Otto, seconded Vander Wilt to approve the payment of unpaid bills. Carried.

Motion by Vander Wilt, seconded Zevenbergen to approve Resolution No. 2023-01-01 regarding annual City appointed policies and procedures. Roll call vote taken: Zevenbergen aye, Otto aye, Kramer aye, and Vander Wilt aye. Resolution passed.

Motion by Zevenbergen, seconded Vander Wilt to approve Resolution No. 2023-01-02 re-appointing Micah Schreurs of Woods, Fuller, Shultz, & Smith P.C. as the City’s attorney with compensation of $220.00 per hour. Roll call vote taken: Zevenbergen aye, Otto aye, Kramer aye, and Vander Wilt aye. Resolution passed.

Motion by Vander Wilt, seconded Kramer to approve Resolution No. 2023-01-03 regarding the quarterly transfer of $1,000.00 from the City’s General Checking account to the Fire Checking Account. Roll call vote taken: Zevenbergen aye, Otto aye, Kramer aye, and Vander Wilt aye. Resolution passed.

Motion by Vander Wilt, seconded Kramer to approve the 2023 IRS Mileage rate of $0.655 per mile for reimbursement to City employees for business use. Carried.

Reviewed the following council committees: Public Safety, Public Works/Utilities, Community & Economic Development, Culture & Recreation, & Personnel/Administration. Motion by Otto, seconded Zevenbergen to approve committee chairs and members as is without change for 2023. Carried.

Open Forum at 7:18 PM. No oral or written comments submitted.

Discussed FY24 Budget items.

Discussed sewer pipes on the corner of Main Street and 4th Ave. Council will advise City Maintenance Supervisor to contact a company to remove a tree root blocking 90% of the sewer pipe.

Motion by Vander Wilt, seconded Zevenbergen to approve the January 9, 2023 meeting Minutes. Carried.

Motion by Vander Wilt, seconded Kramer to adjourn at 8:07 PM. Carried.
