Council Proceedings February 20, 2023

The Hospers City Council met in regular session on Monday, February 20, 2023, 5:30 PM at the Hospers City Hall with Mayor Dykstra presiding. Council members present: Zevenbergen, Otto, Thompson, and Kramer. Council members absent: Vander Wilt. The City Clerk was also present.

Motion by Zevenbergen, seconded Otto to approve the February 20, 2023 Agenda. Carried.

Reviewed City Maintenance Supervisor, Tyler Evenhuis’, monthly report. No further actions needed.

Motion by Thompson, seconded Kramer to approve the payment of unpaid bills. Carried.

Reviewed the Fiscal Year 2022 State Audit comments. Copy of the final audit report will be available in the City Hall once it is received from the State Auditors.

Open Forum at 5:37 PM. No oral or written comments submitted.

Discussed the valuation of the north lot on the 105 Main Street block. City will consult Real Estate expertise for further valuation. Motion by Thompson, seconded Kramer to set the public hearing for March 20, 2023 at 5:30PM for the sale of the lots the City has received offers on.

Discussion regarding the 2nd Ave South Project. Bid letting date is scheduled for March 15, 2023.

Reviewed a quote from Adventure Fitness. Motion by Thompson, seconded Zevenbergen to approve the purchase of a Recumbent Bike and a Stepper machine to replace two pieces of equipment. Carried.

Discussed the 2023 season lifeguard wages. Motion by Otto, seconded Zevenbergen to approve the starting hourly rate of $10.50 for lifeguards. Head Guard(s) will receive an additional $1.00 hourly raise. Pool Manager will receive an additional $1.50 hourly raise. Guards will also receive an additional $.50/hour for WSI certification and $.25/hour for each 100 hours worked during the season. Carried. City Clerk will place an ad for the 2023 season staff.

Discussed the rates for the Hospers Swimming Pool and Wellness Center. Motion by Kramer, seconded Otto to approve the following rates for the Swimming Pool: Daily Admission (Ages 4 and over) $5.00, Daily Admission (Ages 3 and Under) $3.00, Single Pass $75.00, Family Pass $125.00, Caretaker Pass (to be added onto Family Pass) $25.00, Punch Card (7 Entries) $30.00, Water Aerobics $50.00, Group Lessons $40.00/child, Private Lessons $60.00/child, Pool Rental (25 guests or less) $200.00, Pool Rental (More than 25 guests) $225.00 and the following rates for the Wellness Center: Monthly rates: Single Pass $30.00, Family Pass $40.00, Senior Citizen $25.00; Annual rates: Single Pass $300.00, Family Pass $400.00, Senior Citizen $200.00. Carried.

Discussed 2023 Summer Recreation. City Clerk will place an ad for the 2023 season Summer Recreation Director.

Reviewed quotes for Long-Term Disability Insurance. Motion by Thompson, seconded Otto to purchase the Mutual of Omaha Long-Term Disability Insurance plan for the City’s full-time employees. Carried.

Motion by Kramer, seconded Zevenbergen to go into executive session to discuss personnel matters at 6:15PM.

Motion by Kramer, seconded Otto to close the executive session at 6:30PM. Carried.

Motion by Zevenbergen, seconded Otto to approve the February 20, 2023 meeting Minutes. Carried.
