Council Proceedings March 20, 2023
The Hospers City Council met in regular session on Monday, March 20, 2023, 5:30 PM at the Hospers City Hall with Mayor Dykstra presiding. Council members present: Zevenbergen, Otto, Thompson, Kramer, and Vander Wilt. The City Clerk was also present.
Motion by Vander Wilt, seconded Zevenbergen to approve the March 20, 2023 Agenda. Carried.
Reviewed City Maintenance Supervisor, Tyler Evenhuis’, monthly report. No further actions needed.
Motion by Thompson, seconded Kramer to approve the payment of unpaid bills. Carried.

Motion by Thompson, seconded Zevenbergen to approve Resolution No. 2023-03-14 approving the grant application for the 2023 Lyon County Riverboat Foundation Grant. Roll call vote taken: Zevenbergen aye, Otto aye, Thompson aye, Kramer aye, and Vander Wilt aye. Resolution Passed.
Motion by Vander Wilt, seconded Thompson to open the public hearing regarding the real estate sale of Parcel B of the 108 Highway 60 Blvd block to Fred’s Plumbing & Heating at 5:36 PM. Carried.
Nate Summers, UMB Financial Advisor, and Gary Kurth, DGR Engineer, present to discuss the 2nd Avenue South Utility & Pavement Project. Motion by Kramer, seconded Vander Wilt to approve the Municipal Advisor Engagement Letter for UMB Financial Services, Inc. Carried.

Motion by Kramer, seconded Otto to accept sealed bids on Parcel A of Block 2 (northernmost portion of the block) of 108 Highway 60 Blvd until April 3, 2023, at 3:30 PM with a 10% deposit of earnest money. Carried.
Discussed the community service project request from the Floyd Venturers 4H Club to clean the swimming pool before the 2023 season.
Motion by Vander Wilt, seconded Zevenbergen to close the Public Hearing at 6:38 PM. Carried. No oral or written comments submitted.
Motion by Zevenbergen, seconded Vander Wilt to approve Resolution No. 2023-03-20 approving the real estate sale to Fred’s Plumbing & Heating, Inc. Roll call vote taken: Zevenbergen aye, Kramer aye, and Vander Wilt aye. Otto and Thompson abstained. Resolution Passed.
Motion by Vander Wilt, seconded Kramer to approve the March 20, 2023 meeting Minutes. Carried.
