Council Proceedings April 3, 2023

The Hospers City Council met in regular session on Monday, April 3, 2023, 7:00 PM at the Hospers City Hall with Mayor Dykstra presiding. Council members present: Zevenbergen, Otto, Thompson, Kramer, and Vander Wilt. Council members absent: none. The City Clerk was also present.

Motion by Vander Wilt, seconded Kramer to approve the April 3, 2023 Agenda. Carried.

Motion by Thompson, seconded Vander Wilt to approve the payment of unpaid bills. Carried.

Motion by Thompson, seconded Zevenbergen to approve Resolution No. 2023-03-29 Regarding the Transfer of Local Option Sales Tax Funds in the total amount of $57,322.49. Roll call vote taken: Zevenbergen aye, Otto aye, Thompson aye, Kramer aye, Vander Wilt aye. Resolution passed.

Reviewed the 2022-2023 budget amendment. Motion by Kramer, seconded Thompson to set the Public Hearing for the 2022-2023 Budget Amendment for May 1, 2023 during the regular Council Meeting at 7:00PM. Carried.

Reviewed the State Revolving Fund Notice of Funding Eligibility for Bainbridge Construction, LLC. Brief discussion comparing the two eligible bids that were received for the 2nd Avenue South Paving & Utility Improvements Project from Solsma Excavating and Tiling and Bainbridge Construction, LLC. Motion by Thompson, seconded Vander Wilt to award the base bid to Bainbridge Construction, LLC in the amount of $1,485,774.00 with a construction start date of May 1 and completion date of October 15, 2023.

Open Forum at 7:13 PM. No oral or written comments submitted.

Reviewed the sealed bid received for Parcel A of the 108 Hwy 60 Blvd block. Only one bid was received, and all requirements were met. Motion by Kramer, seconded Zevenbergen to accept the $20,000.00 bid and direct the City Attorney to take the steps necessary to sell the property in the manner required by Iowa law. Otto and Thompson abstained from voting. Carried.

Discussed financing options for the 2nd Ave S Project. Motion by Thompson, seconded Vander Wilt to proceed with financing of 50% Sewer Revenue and 50% GO Bond. Carried.

Discussion regarding the 2023 Pool Season. Motion by Zevenbergen, seconded Otto to approve a referral benefit of $50 per hired guard for lifeguards who successfully recruit additional guards for the season. Carried.

Discussed the need for a portable pitching mound. The Culture & Recreation committee will discuss with other league members, but the item is being tabled at this time.

Discussed the Summer Rec Coaches pay. Motion by Zevenbergen, seconded Otto to pay Head Coaches $175.00 per season, Assistant Coaches $100.00 per season and umpires $20.00/night. Head and Assistant Coaches will also receive a family pool pass for the 2023 season. Carried.

Motion by Vander Wilt, seconded Thompson to approve Resolution No. 2023-04-03 Regarding the hiring of Kurt Zevenbergen as full-time City Maintenance Worker. Roll call vote taken: Otto aye, Thompson aye, Kramer aye, Vander Wilt aye. Zevenbergen resigned as Council Member before discussion and voting occurred. Resolution passed.

Motion by Vander Wilt, seconded Kramer to approve the April 3, 2023 meeting Minutes. Carried.

Motion by Vander Wilt, seconded Kramer to adjourn at 8:11 PM. Carried.
