Council Proceedings May 1, 2023

The Hospers City Council met in regular session on Monday, May 1, 2023, 7:00 PM at the Hospers City Hall with Mayor Dykstra presiding. Council members present: Otto, Thompson, Kramer, and Vander Wilt. Council members absent: none. The City Clerk was also present.

Motion by Vander Wilt, seconded Kramer to approve the May 1, 2023 Agenda. Carried.

Motion by Thompson, seconded Vander Wilt to approve the payment of unpaid bills. Carried.

Motion by Vander Wilt, seconded Otto to open Public Hearing regarding the Fiscal Year 2023 Budget Amendment at 7:04 PM. Carried.

Motion by Vander Wilt, seconded Kramer to open Public Hearing regarding the real Estate sale to Fred’s Plumbing & Heating at 7:04 PM. Carried.

Motion by Thompson, seconded Vander Wilt to approve Resolution No. 2023-05-01 Regarding fixing the date for meeting on the proposition to authorize a loan and disbursement agreement and the issuance of notes to evidence the obligations of the City thereunder. Roll call vote taken: Otto aye, Thompson aye, Kramer aye, Vander Wilt aye. Resolution passed. Public Hearing set for Monday, May 15th at the 5:30 PM council meeting, for the same.

Reviewed the Bond Council Engagement Agreement not to exceed $900,000 General Obligations Capital Loan Notes (SRF) terms and conditions. Motion by Thompson, seconded Kramer to accept the agreement. Carried.

Motion by Thompson, seconded Vander Wilt to approve the first reading of Ordinance No. 2023-05-01 “An Ordinance Amending the Code of Ordinance of the City of Hospers, Iowa, by Amending Provisions of Appendix B Pertaining to Water, Sewer & Solid Waste Rates” with said Ordinance going into effect June 1, 2023. Roll call vote taken: Otto aye, Thompson aye, Kramer aye, Vander Wilt aye. Ordinance approved.

Motion by Vander Wilt, seconded Thompson to suspend the rules and approve the second and third readings of Ordinance 2023-05-01 “An Ordinance Amending the Code of Ordinance of the City of Hospers, Iowa, by Amending Provisions of Appendix B Pertaining to Water, Sewer & Solid Waste Rates.” Roll call vote taken: Otto aye, Thompson aye, Kramer aye, Vander Wilt aye. Carried.

Motion by Vander Wilt, seconded Otto to close Public Hearing regarding Fiscal Year 2023 Budget Amendment at 7:16 PM. No oral or written comments submitted. Motion by Otto, seconded Thompson to approve Resolution 2022-2023 Budget Amendment. Roll call vote taken: Otto aye, Thompson aye, Kramer aye, Vander Wilt aye. Resolution passed.

Motion by Kramer, seconded Vander Wilt to close Public Hearing regarding real estate sale to Fred’s Plumbing & Heating at 7:17 PM. Motion by Vander Wilt, seconded Kramer to approve Resolution No. 2023-05-02. Roll call vote taken: Otto abstained, Thompson aye, Kramer aye, Vander Wilt aye. Resolution passed.

Open Forum at 7:17 PM. No oral or written comments submitted.

Discussed office at 105 Main Street. City Clerk will advertise the building as is for rent available immediately.

Discussion regarding whether City should contact a surveyor for the edge of town area to be reviewed. Motion by Thompson, seconded Kramer for City to contact an engineering firm to help locate pins behind 6th Ave South and Fir Street. Engineering fee will be split between the City and the owner of Parcel Number 1810226019. Carried.

Discussion regarding the $3,000 grant the City received from the Lyon County Riverboat Foundation and $10,000.00 grant from the Siouxland Community Foundation for the South Side Park Ball Diamond Lights.

Discussion regarding the 2023 Pool Season and personnel.

Motion by Vander Wilt, seconded Otto to approve the May 1, 2023 meeting Minutes. Carried.

Motion by Vander Wilt, seconded Kramer to adjourn at 7:57 PM. Carried.
