Council Proceedings June 19, 2023

The Hospers City Council met in regular session on Monday, June 19, 2023, 5:30 PM at the Hospers City Hall with Mayor Dykstra presiding. Council members present: Kooistra, Otto, Thompson, Kramer, and Vander Wilt. Council members absent: none. The City Clerk was also present.

Motion by Vander Wilt, seconded Kramer to approve the June 19, 2023 Agenda. Carried.

City Maintenance Supervisor, Tyler Evenhuis, present. Maguire Iron was in town to inspect the water tower, all prior repairs are in good condition. City Maintenance was at the Elementary School to inspect things, any building issues will be addressed further with MOC-FV. Discussed progress being made on the 2nd Ave South Utility & Paving Project.

Motion by Otto, seconded Vander Wilt to approve the payment of unpaid bills. Carried.

Motion by Thompson, seconded Vander Wilt to approve Resolution No. 2023-06-19-1 fixing date for a meeting on the authorization of a loan and disbursement agreement and the issuance of not to exceed $900,000 general obligation capital loan notes of the City of Hospers, IA and providing for publication of notice thereof. Roll call vote taken: Kooistra aye, Otto aye, Thompson aye, Kramer aye, Vander Wilt aye. Resolution passed. The public hearing is scheduled for July 10, 2023 at the 7:00PM regular council meeting.

Motion by Vander Wilt, seconded Thompson to approve the Cigarette and Tobacco permit for OK One Stop. Carried.

Motion by Vander Wilt, seconded Thompson to approve the Cigarette and Tobacco permit for Moe’s Mart #12. Carried.

Motion by Thompson, seconded Vander Wilt to approve the Cigarette and Tobacco permit for Hospers Mini Mart, LLC. Carried.

Motion by Otto, seconded Kramer to approve the Agreement for Professional Services between DGR Engineering and the City of Hospers, Iowa. Carried.

Open Forum at 5:47 PM. No oral or written comments submitted.

Reviewed building permit for Leonardo Rodriguez. Motion by Vander Wilt, seconded Kramer to approve the building permit. Carried.

Discussed the plans for the Hospers Elementary School building. Council members Otto and Kramer met with Mid-Sioux Opportunity to discuss the potential for a Community Daycare in the facility. A survey will be distributed in the near future to see if there is a need for a community daycare before any further action is taken. The City Council would like to relocate the Wellness Center into the building. The current Wellness Center at 103 3rd Ave South will be available for rent or a possible rent-to-own agreement will be available once that transition is made.

Discussed fiscal year wage adjustments. Motion by Thompson, seconded Vander Wilt to approve a 7% wage increase for Full-Time City employees and a $0.50/hour raise for part-time City employees. Carried.

Motion by Vander Wilt, seconded Kooistra to approve the June 19, 2023 meeting Minutes. Carried.

Motion by Vander Wilt, seconded Kramer to adjourn at 6:15 PM. Carried.
