Council Proceedings January 22, 2024
The Hospers City Council met in regular session on Monday, January 22, 2024, 5:30 PM at the Hospers City Hall with Mayor Dykstra presiding. Council members present: Kooistra, Otto, Thompson, Schipper, Jager. Council members absent: none. The City Clerk was also present.
Motion by Otto, seconded Thompson to approve the January 22, 2024, Agenda. All ayes, motion carried.
Steve Hallgren, president of Planning Solutions, present. Discussed different contracting options he has available for the city regarding code enforcement, grant writing and administration, and other functions.
Reviewed Tyler Evenhuis’ monthly report.
Motion by Thompson, seconded Kooistra to approve the payment of unpaid bills. All ayes, motion carried.

Motion by Thompson, seconded Otto to approve Resolution No. 2024-01-22-1 regarding transfer of funds for the following: 2nd Ave South Project and Fire Department Vehicle Replacement Fund. Roll call vote taken: Kooistra aye, Otto aye, Thompson aye, Schipper aye, Jager aye. Resolution passed.
Motion by Thompson, seconded Schipper to approve Resolution No. 2024-01-22-2 proposing disposal of an interest in real estate to Tim & Laurie Jungers by sale. Roll call vote taken: Kooistra aye, Otto aye, Thompson aye, Schipper aye, Jager aye. Resolution passed. The public hearing will be held on February 5, 2024, at 7:00 PM during the regular council meeting.
Motion by Thompson, seconded Jager to approve the first reading of Ordinance No. 2024-01-22 “An Ordinance Amending the Code of Ordinance of the City of Hospers, Iowa, by Amending Provisions of Appendix B Pertaining to Water Rates.” Roll call vote taken: Kooistra aye, Otto aye, Thompson aye, Schipper aye, Jager aye. Ordinance passed.
Motion by Kooistra, seconded Jager to suspend the rules and approve the second and third readings of Ordinance 2024-01-22 “An Ordinance Amending the Code of Ordinance of the City of Hospers, Iowa, by Amending Provisions of Appendix B Pertaining to Water Rates.” Roll call vote taken: Kooistra aye, Otto aye, Thompson aye, Schipper aye, Jager aye. Motion carried.
Reviewed quotes from BF&S Lawn & Tree Service for 2024 lawn care. Motion by Otto, seconded Thompson to approve the rates with the prepay discount. All ayes, motion carried.
Discussed FY2025 Budget Items.

Discussed the grant application for Regional Surface Transportation that the city can apply for to help with funding of the Hospers Drive South project that is expected to take place in 2028. Sioux County plans to resurface their portion of Hospers Drive South in 2028, so the city would like to resurface its portion of that street at the same time.
Discussed the rental rates of the shelter houses and the community building as well as the wages for pool staff for the 2024 season. Items will be tabled for further comparison with surrounding area charges and wages.
Motion by Kooistra, seconded Thompson to approve the January 22, 2024, meeting Minutes. All ayes, motion carried.
